yes a dentist can also apply for NIPER jee to pursue MDS course. on the part of being eligible or not, have to check the eligibility criteria list:-
NIPER JEE offered the MBA, MS, Mtech, Mpharm etc etc.
So for the degree in MD a dentist who can cleared his BDS degree from an equivalent institution obviously eligible for the test.

Since you appeared for improvement in 2019 and the results and marks that you will provide will be of 2019 therefore you should provide the year of passing in uptu application form as 2019 and not 2018, since 2019 was improvement year and you will use that result everywhere
