In my view, you must have to apply for this year also, coz there are possibilities that your case will not be the single, so concerned authorities will definitely be consider such circumstances and may amend the rules .

if the seats are not vacant in ews category then your are not eligible to take admission But you can take open admissions if and only if your chosen college has management quota or direct admission feature.

Yes, Dadhichi college of pharmacy, Cuttack accepts  students from GPAT examination. It also gives scholarship for GPAT.
